The Gap Nobody Contracts for

Every new nuclear Owner signs a contract to build a plant. Almost none signs a contract to actually become capable of owning that plant. EPC contractors deliver the plant; international bodies publish the standards it must meet. The capability to license, configure, oversee construction, and operate what has been designed and built sits in the gap between them, owned by no one, which is where nuclear programmes currently (usually) fail.

Who We Work with

We work inside Owners’ organisations, building the licensing, engineering, construction-oversight and supply-chain competencies which a licensed operator must demonstrate. We help Investors see and close the risk of an incapable Owner before it becomes a delay or dispute. We work alongside Regulators, drawing on precedents from mature regulatory bodies, to build genuine licensing capability.

How We Close it

Our capability value proposition combines three elements rarely delivered together: 1. the frameworks which a competent Owner or Regulator is expected to master, 2. real regulatory precedents digested in detail, and 3. hands-on exposure to live design, construction and commissioning work, so that competency is demonstrated, not just certified. Each element is modular and can be sequence-tailored to a project's licensing basis and schedule, running from a single workshop to a multi-year track.

Why This Matters Now

Roughly 35 countries are actively planning or starting a nuclear programme today, with another 20 expressing interest, each building their capability from a standing start. Newer countries need more support than frameworks alone provide: leadership, training and safety-culture failings still account for a third of all corrective-action recommendations, hard evidence that this gap must be built in from the start.

How This is Financed

This workstream seldom appears as a line item in a standard EPC or Alliance contract, and it is rarely something that the Owner's own project budget was sized to absorb. We work with Investors, financing consortia and Owner project teams to help locate this within the project's existing cost structure, or, where it does not exist yet, to build the case for funding it as part of the investment's own risk mitigation.
